也就是说守门员必须待在一个禁区的角上，如果换门就造成了
该守门员的违例。
但是该规则里的procedure又说第一步就是
The referee chooses the goal at which the kicks will be
taken.
而关于谁先罚是明确说要扔硬币的。总之不管啥时候这个goal都
是单数
